Select and Zoom in Map Viewer Does Not Work for Map Image Layers

My organization is using Enterprise 11.1. We'd like to be able to use the Select and Zoom functionality in the Map Viewer for our portal data layers. However, based on my testing, this functionality appears to be present for hosted feature layers but not for map image layers. Is this expected behavior? It would be extremely helpful if this functionality could apply to map image layers too since most of our portal layers are in this format.
