Hello everyone!
I have a client who was working with Data Reviewer in ArcGIS Pro version 2.6 with their own query attributes rules created. They had to upgrade to ArcGIS Pro 3.3 and now I don't know how to export those rules and import them back into ArcGIS Pro.
I tried this tool Export Attribute Rules (Data Management) but it returns a .csv with only the column titles and I don't know what else to try.

Thanks-much for the clarification on the type of Reviewer rules your customer has implemented.
Unfortunately, Reviewer map rules were deprecated at the ArcGIS Pro 3.0 release and there is not an automated method for exporting them to attribute rules. The rules would need to be re-created manually using the Attribute rules view (or imported from a Reviewer Batch Job if they had a similar implementation in ArcMap).

Another workflow for exporting attribute rules is to use the Export Rules command found in the Attribute Rules view ribbon (doc for reference). One of the benefits of this workflow is that you can verify that the feature class contains rules since the geoprocessing tool does not warn you if the input table contains no rules.
That said, upgrading to a later release of ArcGIS Pro should not have an impact on attribute rules that have already been saved in a geodatabase. Are the rules created using ArcGIS Pro 2.6 not visible when opened with a later release of ArcGIS Pro?

These are not attribute rules, but map-level Reviewer rules:
As much as I search for information, I see that these rules cannot be exported and that they would have to be created again using attribute rules. Is that correct?
