Fail to create geometric network in Water Outage deployment Error 000824

Question

I am trying to deploy the Water Outage solution  . I keep on getting the error 000824: The tool is not licensed.

I am running the Geometric Network Tools.pyt, Create Geometric Network Geodatabase on the SampleData.gdb provided in Catalog as the instructions state to do so. Standard Single Use license.

I reviewed the code, it calls https://desktop.arcgis.com/en/arcmap/10.3/tools/data-management-toolbox/split-line-at-point.htm.  This requires Advance.  You will need to skip splitting or construct your geometric network yourself.
