USING ARCGIS TO PREPROCESS INPUT FOR HSPF

Hi,
I am using ArcGIS to process input data for HSPF. My problem is how to create the input files (.uci and .wdm) for HSPF. Does anyone have any idea how to do this. Any form of help is deeply appreciated.
