Hello I am trying to create a dataset for campus transportation. I want to locate the bus stations in different zones according  to the student distribution. what is the best way or tool that I can use for that ?

depending on your data and your "costs" you could generally consider a distance based spatial allocation

Further suggestions would depend on whether you have access to the Spatial Analyst and/or Network Analyst extensions

Hello @DanPatterson   already a built a network dataset for the all zones and a density layer of student distribution, so upon that a have one city in each zone I want to locate a primary bus station in each city and different bus stops along the route to the campus  and to calculate the time travel from each primary station to the campus according to the least traffic routes. so I want to find the best location of the stations in each  city that can be accessed by  the highest number of student and taking in consideration the time and traffic.

and already I have access to network and spatial analyses.
