What license is the Local Government Information Model released under

Can someone please clarify under what license is the local government information released under (in particular the database schema)?

I have seen that some of the applications that run on top of the local government information model are released under the http://www.apache.org/licenses/LICENSE-2.0

I want to implement some of the ideas of the Local Government Information Model database schema outside the ESRI stack.
