My government services template and map service layers

One of the things we'd like to implement in the MGS template is themes of data ( in this case Parks and Rec ), which is a single service with numerous layers like ball diamonds, play structures, pools etc... I don't want each layer to show up on it's own, or we'd have dozens of categories across the bottom. It is possible to have the template provide all results for the mapserver, without providing each layer? Without redesigning the map service.
For example this:
http://yourserver/ArcGIS/rest/services/Parks/MapServer

vs this:
http://yourserver/ArcGIS/rest/services/Parks/MapServer/0

Were you able to find a solution or workaround for this? I am attempting something similar where multiple layers could be queried and results shown in one "service pod" in the carousel. I thought it might be possible using group layers, but no luck with that yet.
