My Government Services - Inactive Link

Hi,
I added a new shape to my mxd and to the config file for the My Government Services template. For some reason the link on the bottom is greyed out and not active unless I click on the map, then it works fine. Is there something I need to configure?
I've included an image for clarification.

Hi Tiffany,

A polygonal feature layer's link on the bottom will be gray if the address or click query falls outside of all of the polygons in that layer. You can see this on our try-it site (http://localgovtemplates2.esri.com/mygovernmentservices/) if you click outside of Naperville:  Trash Pickup, Recycling Pickup, Yard Waste Pickup, and Street Cleaning are all polygonal layers.  The links for point feature layers continue to be white because the results show the distance from your click to the point features--if you're outside of Naperville, the distances to the point features just get larger.

Does this scenario fit your initial search that leads to the grayed Annexed Areas?
