how do i assign a license to a user for arcgis pro

I'm looking all over My ESRI options, but I can't find a way to assign a ArcGIS Pro license to one of my users.

When they try to login, they get the following message:

Your account does not have an ArcGIS Pro Named User license assigned. Please contact your organization administrator to assign a license to your username.

Are they with your AGOL organization?
