Hand-drawn district boundaries vs GIS?

Is anyone aware of a precedent being set in regards to District Boundaries (fire, school, library, etc.) changing slightly when put into a GIS-based system? Our old boundaries were strictly based on section lines and text rather than maps and we have some lively discussions regarding the accuracy. IMO, if a parcel pays taxes to a specific district, shouldn't the district line follow the parcel line? Anyone else experiencing this?

Our district lines also follow the section lines.  We leave them on the section line and the parcel's district is determined on  a case by case basis, usually by where the house is.  If the district boundary bisects smaller lots very often the recorder or auditor will put every other lot in each of the two districts.  I will then symbolize the parcels using their tax district.
