ArcGIS for Local Govt 10.1: Adding Site Addresses workflow

I have installed the ArcGIS for Local Govt 10.1 information model and wished to work my way through the various workflows with the sample data. 

I was attempting to do the 'Adding Site Addresses Workflow' which states:

Creating site address points:
Site address points represent the location of site or service delivery address assigned by a local government. Each site address point is associated with one or many address points. To create a site address point, complete the following steps:

Steps:
1.  In the Create Features window, click a feature template for a site address point.
2.  Click the Add Site Address Point construction tool Add Site Address Point.
3.  Click the location along the road centerline from where the address should be assigned. This is often the location of the driveway cut.

***Unfortunately, no feature template for 'site address point' appears in the Create Features window***

Does anyone know where these templates are stored and whether or not the site address point template came bundled in the Local Govt package?

The workflows are new with 10.2, so I don't think they will work for 10.1.

You may also want to look at some changes that were made to the information model between 10.1 and 10.2 where addresses are concerned.  In 10.1 there were fields for road prefix direction, road name, road type etc. But with 10.2 the idea is you keep a single table of your road names, and there is only one field for the road attributes (Full Road Name) in the site address point table.  The address editing map template has things set up so that many of your fields are populated using the attribute assistant.  It may be wiser to upgrade to 10.2 to take full advantage of the templates and workflows.

The 10.1 Address Editing Map has the feature templates defined already.  Are you using the editing map provided in the download?  This map document includes the feature templates and will leverage the construction tools contained in the Add-ins. 

We did make some changes at 10.2 to the information model but the 10.1 workflows are very similar.  Both versions rely on a MasterStreetName table, the feature templates and the underlying information model.
