Elevation settings of Buildings in Esri's 3D Basemaps should be On The Ground' to better display underground navigation

We are interested in authoring underground web scenes for utility data. However, the 3D buildings in Esri's 3D Basemaps for Scene Viewer are below ground. This makes the buildings appear 'sunk'.

First, I enable Underground Navigation.

Then after panning underground, notice how the buildings appear below ground (sunk). Turning off the ground elevation service does not help.

Alternatively, if I add the 3D Buildings service into the scene, I can utilize elevation offsets to make the building appears above ground.

It would be better if the buildings that come with the basemap support the same option. It would also be best if the buildings are actually on the ground by default (not relative to ground).

The 3D basemaps are currently not designed for underground visualization. For example, the building layer contains open data with or without information about underground levels. The elevation mode relative to ground and the extension of a building into the ground is added to assure no gabs are visible between any given ground and the building. 

However, this is a great use case! Thank you for illustrating how you want to use the 3D basemap for underground visualization. We are considering to add this capability in the future.
