Kernel error: Failed to start the kernel (ArcGIS Pro 3.1.0)

I'm getting the following an error that ArcGIS Pro has failed to start the kernel:

AttributeError: 'IOLoopKernelManager' object has no attribute 'kernel_cmd'

This happens for all projects in ArcGIS Pro and in both the default and cloned environments.

I've uninstalled and reinstalled ArcGIS Pro, Python, Anaconda, VS code, etc multiple time. After uninstalling and reinstalling, ArcGIS Pro works fine for about a day, then the same error comes back.

I can't keep uninstalling and reinstalling ArcGIS Pro every time I need to use it 😒. Any suggestions, please?

I am also facing the same issue.  I tried logging in with a different account , there was no error.  i tried to rename ESRI folders in AppData but same result.

I have the latest version of Pro 3.1.2

Just want to add my experience to the mix. When ever python breaks, notebook blows up etc etc I often find that the source of my problem is the fact I had installed Deep learning libraries for ArcGIS Pro. I have to use the Windows Add/Remove to remove the deep learning packages and often follow that up with a repair on ArcPro. That often fixes the issue.
