batch_geocode not matching any records

I'm trying to batch_geocode some parcels against our parcel geocoder but it always returns them all as unmatched.  I've tried with a Notebook in ArcGIS Pro and also a Juptyter Lab notebook outside of Pro.

Using geocode() on a single parcel works fine.

Even using the Geocode Table tool in pro fails, but then the rematch process finds all the parcels.

The Geocode Table in ArcMap also worked fine.

Our main geocoder is in AGE 10.6.1 and we're on Pro 2.9.

I also created a test locator in AGE 10.9.1 and the issue presists.

Any ideas? Not really sure how to troubleshoot.

I was using a string of parcel numbers, but changed it to key:value pairs using the key name of the geocoder's addressField and parcel number as the value and the batch is now making matches.

Not sure why a standard list does not work.
