Hi how can I blend and mosaic multiple bitmaps together to create a raster?

There is no blending capability yet but you can mosaic multiple rasters. See https://github.com/Esri/arcgis-maps-sdk-dotnet-samples/tree/main/src/WPF/WPF.Viewer/Samples/Layers/A... for reference. Hope this helps.
