Labels are not displaying

I am loading a map package from one of our customers and the labels do not appear at all for a particular street layer. When zoomed in far enough they will appear on other layers, but they don't show when zoomed out. The strange thing is that in ArcGIS Pro, the labels show correctly.

There is nothing being done to the map package when loaded, and all labels are enabled. Any ideas what might be causing this?

Labels in runtime (mainly vector tile packages for us) have been a serious problem, and there is no apparent reason why some work and some don't.  In one case we made the street labels a smaller font and they started to show.  You can mess with settings for the labels like the allow overlapping, etc. but runtime often ignores the settings in the APRX.  

Sad to say but it is a limitation (among many others) of runtime...
