Web exported PDF to geoPDF

hey guys just have a web based mapping system at work. I can save the maps as a PDF, they have some kind of scaling that i cant rid of in arcmap. i have very basic skill with mapping but had managed to use a base map to reference an image as a geoPDF.

currently when i import it, it just scales within the box it is placed

my main hope was to out put it as an geoPDF to use with "PDFMaps"

i'll attach the pdf that i am able to "print" from the web based work maps, just chasing some steps to get it to a referenced GeoPDF for pdfmaps. cheers

is that what you are referring to?

sorry my question is worded pretty poorly. i was hoping to get a PDF that i can get from a web based map server to work with PDFmaps, as currently it just says map isn't referenced. im not sure if this is because the datum is GDA94?

not sure if i need to use arcmap to make it work with avenza pdfmaps but when i have a base map loaded and place this pdf that i downloaded from work it does a weird scaling thing,

appreciate the help
