Is this possible? I can fix the scale but not use the other data frames extent or I can use the other data frames extent and not fix the scale.

Do you need to do this within the Arcmap UI or would you be able to use arcpy/arcpy.mapping? With scripting, you are able to change the extents and maintain whatever scale you need.

Yes I feared the answer would be arcpy/arcpy.mapping. I may need to learn arcpy/arcpy.mapping
