how to export base map to high quality jpg. i tried but didn't enough clear image. help please.

If you do a search on that topic on this site, you will see that there are, and have been, issues with both formats.  What formats are available for export?  If *.png, try to give it a shot, it is lossless.  This issue may not be able to be resolved.  You should also specify your software version etc for future posts.

You can get high resolution JPG by zooming into the imagery at the level you want the exported image to be.  I may be talking about something other than you are however.  I am talking about File>Export Map.  If I need a large area, I just repeat this for the entire area and create my own tile set.  I commonly use this technique for creating tiles for ArcPad.
