Which are the release plans for Oracle 23ai (23c) Support for ArcGIS Enterprise?

• Oracle has not released Oracle 23ai On-Premises for Linux and Windows yet. 
• On Nov/01/2024 Oracle has postponed again the release, this time to 2025.
• Esri will certify and support Oracle 23ai with ArcGIS Pro and ArcGIS Enterprise in a future ArcGIS release after Oracle releases the Oracle 23ai On-Premises for Windows and Linux.

You do not have to keep your geodatabase and ArcGIS clients at the same release, but it is recommended that you do so. 

The Rebuild Network Topology tool was introduced with ArcGIS Pro 3.3 for utility network users and was also exposed as the Rebuild current extent option on the Validate dropdown.
