Failed to load Composite Locator

Hi,

I'm trying to load a composite locator, using a .loc file(have been reading this documentation) .

I'm getting this error, can someone pleas explain what it means(there is such a file in the mentioned directory)?

I have tried the sample you linked to and it works fine for me. After downloading the data,  the LocatorTask loads successfully and I'm able to geocode/reverse geocode. Are you able to run the sample without any modifications? The `.loc` file the sample uses by default is downloaded to `/storage/emulated/0/Android/data/com.esri.arcgismaps.sample.geocodeoffline/files/Geocode offline`. 

The error message you have provided indicates a different `.loc` file in a different location. I assume this error message does not relate to the unmodified sample but to your own code? If so, you are likely missing the right permissions to read from that file location.
