Are MapOverlays missing in Quartz release or these is another way for creating various map overlays like Scalebar, Overview maps, navigation tools etc.?

These overlays are part of the toolkit. The Java toolkit is planned for an upcoming update release, hopefully in the first half of 2017. No guarantees, but we really hope to deliver this soon.

We've been working very hard on finishing the designs for these toolkit items. However, due to the urgency to deliver many other key features for Runtime developers in Update 1, these toolkit items didn't make the Update 1 release, scheduled for end of June.
But there is good news: Our release plans for toolkits are off-cycle and not tied to our general ArcGIS Runtime SDK release schedule, so we are free to release them when they are ready, as we finish them. So stay tuned!
Can I ask, which toolkit items will you be most anxious to get first? Your info here will help us prioritize.

Considering that we've implemented most of the tools outside of the ArcGIS Runtime most desirable for us are
as they are quite tricky to implement independently.
But to be honest almost all of the remaining features are important for us. Right now we use our own custom tools for these
