A problem sketch - traffic routes

I want to create a map application where the best possible route from a source to a destination will be marked for the user. The best route will be calculated based on what traffic markers (low, medium or heavy congestion) there are in junctions or intersections. The traffic markers will be imported from a database. How do I implement the best route using ArcGIS?
