We have a pretty amazing GIS Champion Program that has facilitated Self Service GIS via the Portal environment! At a very high level, this is the program.

Tier One - GIS Professionals in the Core GIS Studio

Tier Two - GIS savvy ESRI trained stakeholders, doing office work, that have completed coursework to be empowered as Data Editors of Groups that they own from within the portal.

Tier Three - GIS savvy ESRI trained stakeholders, doing field work, that have completed coursework to be empowered as Data Editors of Groups that they own from within the portal.

We do not license any stakeholder with Pro and everything runs through our Portal. We leverage a versioned sql db to ensure that there is dynamic authoritative data being shared.
