This is a great example of using ArcGIS Server and other platform tools to create a geospatial content management system. Now with the capabilities of ArcGIS Online and/or ArcGIS Server and Portal for ArcGIS creating this type of portal is even easier for health agencies that don't have the time or resources to create such a highly customized interface. OSHPD's Healthcare Atlas can and should serve as an example of what is possible when geospatial data is properly leveraged to allow access both internally and externally!
