Central San, located in Martinez, CA, is looking for a GIS Analyst. Full-time - $123,934.98 - $150,035.34 Annually. Hybrid, 3 days in the office in Martinez, CA and 2 days remote (upon completion of probation).

THE POSITION

The Geographic Information System (GIS) Analyst will join a team of four, reporting to the Asset Management Program Administrator in the Operations Optimization Division of the District's Operations Department. This position will provide GIS support, database design and maintenance, computer programming, and computer systems administration services to the District. More specifically, key duties may include the following:  

  • Use GIS software to perform spatial analysis and display mapping information
  • Assist with migration, design, and maintenance of database systems
  • Provide computer programming support to facilitate database migration activities using Feature Manipulation Engine (FME) software, SQL server and other tools as necessary
  • Assist with implementing internal and external web mapping services
  • System administration duties applicable to software and hardware specifically managed by the Asset Management group to include: monitoring user accounts; installing and configuring application software; configuring user and system environment; supporting front line users; optimizing software applications; troubleshooting hardware and software; and managing virtualized server infrastructure
  • Database administration responsibilities to include developing database schemas; performance tuning; user management; space management; database maintenance, and backup/recovery schedules  

The Ideal Candidate
This position requires an individual who can work independently as well as in a team environment and interact with a variety of staff in the organization. The ideal candidate for the Analyst position will have in-depth knowledge of GIS concepts and methods and hands-on experience in advanced GIS analysis and modeling. The ideal candidate will know:  

  • Principles, practices, and specialized methods for the use of GIS to perform automated mapping and facilities management
  • Principles, practices, and methods related to cartographic design, coordinate systems, survey principles, and spatial operations 
  • Principles, practices, and methods related to database administration
  • Applying GIS best practices, business processes and objectives

 And be able to:           

  • Use advanced software applications to perform technical analysis 
  • Train others in techniques and methods for using GIS mapping systems and spatial analysis, and cartographic principles
  • Build strong, positive and effective working relationships, establishing trust and credibility with District staff

MINIMUM QUALIFICATIONS

 

Education:

Possession of a Bachelor's degree from an accredited college or university with major work in geography, planning, computer science, engineering, or a related field.

Experience:

Two years of experience in performing digital utility designs and management and GIS analysis and cartographic output and two years of experience in system administration for a networked system supporting GIS operations.

Substitution:

A Master's degree in a related field may substitute for up to one year of experience required.

Substitution for Education: Additional qualifying experience of the type noted above may be substituted for the required Bachelor’s degree on a year-for-year basis.

Licenses and Certifications:

-Possession of a valid California Driver's License.  A valid out of state driver's license will be accepted during the application process.  Must possess a valid California Driver's License within 90 days of appointment. 

- Technical certification in GIS, such as GISP® (Certified GIS Professional) or ESRI Technical Certification is desirable, but not required.
