 SENIOR GEOGRAPHIC INFORMATION SYSTEMS ANALYST

Future Salary Increases

**July 2024 - 7.98% increase to base pay (2.75% Across-the-Board + 5.23% Market Increase)

This position is eligible for appointment at Step 1, $91,977.60 annually.  County employees are subject to the County Promotion Rule for Step Placement in accordance with Compensation Ordinance 1.3.5.
 
The County of San Diego is currently accepting applications for a Senior GIS Analyst. These positions act as a lead or supervisor responsible for providing technical guidance and leadership to professional staff and may supervise GIS staff. The GIS class series is responsible for the design, operation, and administration functions related to the development and analysis of various GIS data pertaining to the County and also the creation and analysis of spatial data layers in a large spatial relational database system. This includes, but is not limited to, the maintenance and complex analysis of digital spatial data to support decision-making. Senior GIS Analyst positions may assist in the budget preparation, planning, and the development and implementation of highly complex GIS projects within a County department. 


The current vacancy is with the Office of Strategy & Innovation; however, the list established from this recruitment may be used to fill vacancies in other departments.

MINIMUM QUALIFICATIONS 
A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency, in geography, earth sciences, civil engineering, urban planning, information technology, biology with an emphasis in GIS, computer science, or closely related field, OR, successful completion of a college level GIS certificate program; AND,

1. Three (3) years of full-time experience as a GIS Analyst with the County of San Diego administering and operating a GIS system using ArcGIS Desktop or Server or similar type software to develop GIS data, digital maps, or other digital displays for spatial analysis; OR,
 
2. Four (4) years of full-time experience administering and operating a GIS system using ArcGIS Desktop or Server or similar type software to develop GIS data, digital maps, or other digital displays used for spatial analysis.
 
NOTE: A master's degree from an accredited U.S. college or university, or a certified foreign studies equivalency in any of the fields described above may substitute for one (1) year of the required experience; OR, additional years of experience as described above may be substituted for the education/certification requirement on a year-for-year basis.
 
IDEAL CANDIDATE
The ideal candidate will have significant experience using advanced geospatial data science for qualitative and quantitative analysis to identify issues, define the mechanics of a problem, and recommend solutions based upon data driven analysis. The ideal candidate will use his or her thorough knowledge to provide decision support and technical guidance on geoprocessing methods. The best candidate is expert in GIS and data workflow scripting in python, ArcGIS Pro analytics, and spatial statistics. The Senior Geographic Information Systems Analyst is expected to use specialized knowledge and skills to lead GIS projects with continuous improvement methodologies.

HIRING TIMELINE AND DATES
The timeline for this recruitment is outlined below. Please note that dates are approximate and are dependent upon the successful completion of each step of the process.

 

  • Job Offer and Background Process begins: Week of January 19, 2024 

  • Pre-employment Medical Screening: Approximately 3 days following successful background investigation results. 

  • Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.

CONDITION OF EMPLOYMENT
As part of the County of San Diego’s pre-employment process, prospective candidates will undergo a background check (including fingerprinting) and a pre-employment medical screening prior to beginning County employment. Additional types of background investigations may be conducted based on the job-related activities of the position. Current County employees may be excluded from this process.
