This position is located in the Asset Management & Engineering Applications (JLST), Software Development and Operations (JLS), Enterprise Shared Services (JL), Information Technology (J), Bonneville Power Administration (BPA).

The purpose of this position is to serve as Geospatial Information Systems IT Specialist, performing duties associated with System Analysis and Applications Software specialty areas.

Duties

 

As a Geospatial Information Systems IT Specialist (System Analysis/Application Software), you will:

  • Serve as an IT specialist performing assignments associated with one or more IT specialty areas.
  • Perform a variety of work involving applying analytical processes to the planning, design and implementation of new and improved geographic information systems.
  • Advise on the merits of proposed systems development projects for geographic information systems.
  • Develop requirements and specifications for geographic information systems that meet business requirements.
  • Perform a variety of work involving the design, documentation, development, modification, testing, installation, implementation, and support of new or existing geographic information systems applications software.
  • Design, write, test, install, implement, document, debug, and maintain large and complex geographic information system software applications.
  • Design and develop efficient and effective geographic information system applications.
This position may be located in either Portland, OR or Vancouver, WA. Duty location will be determined at the time of selection.

Qualifications

BASIC REQUIREMENT:

You must have IT-related experience demonstrating each of the four (4) competencies listed below. The experience must be IT related and may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification) as appropriate.
- Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
- Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

To meet this requirement, you must demonstrate following proficiency in each of the four competencies listed above as follows:

GS-11: Intermediate - You are able to successfully complete tasks in each competency as requested. Help from an expert may be required from time to time, but you can usually perform each competency independently. Focus is on applying and enhancing knowledge or skill; You have applied each of these competencies to situations occasionally while needing minimal guidance to perform successfully; You understand and can discuss the application and implications of changes to processes, policies, and procedures in this area.

GS-12: Advanced - You can perform the actions associated with each of these competencies without assistance. You are recognized within your immediate organization as "a person to ask" when difficult questions arise regarding each of these competencies. Focus is on broad organizational/professional issues; You have consistently provided practical/relevant ideas and perspectives on process or practice improvements which may easily be implemented; You are capable of coaching others in the application of each of these competencies by translating complex nuances relating to each competency into easy to understand terms; You participate in senior level discussions regarding these competencies; You assist in the development of reference and resource materials in these competencies.

SPECIALIZED EXPERIENCE REQUIREMENTS:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

GS11: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-9) in the Federal service. Specialized experience for this position is defined as: 1) Resolving a wide range of IT issues related to geospatial technologies and Environmental Systems Research Institute (ESRI) geographic information systems; 2) implementing the adoption of new or enhanced approaches to delivering IT services as they relate to geospatial technologies and ESRI geographic information systems.

You may substitute education for specialized experience as follows:
  • Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or a LL.M., if related; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR-
  • Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited). One academic year of graduate education is considered to be the number of credits hours the graduate school has determined to represent one academic year of full-time study. If the graduate school's definition of one year of graduate study is not available, 18 semester hours (or 27 quarter hours) is used. When crediting education that requires specific course work the number of hours of related courses required, as a proportion of the total education, is prorated.
.GS12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as: 1) Providing advice, guidance and implementation on a wide range of IT issues related to geospatial technologies and Environmental Systems Research Institute (ESRI) geographic information systems; 2) implementing the adoption of new or enhanced approaches to delivering IT services as they relate to geospatial technologies and ESRI geographic information systems; and 3) providing leadership on group projects related to geospatial technologies and ESRI geographic information systems.

There is no substitution of education for experience at the GS-12 level.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
