Background:

Under the direction of the Service Planning Manager, the Geographic Information System/Intelligent Transportation System (GIS/ITS) Transit  Planner is responsible for providing technical assistance in service planning and ArcGIS system data management. The planner will prepare various project reports and study findings on special assignments. Must be analytical with good writing and communication skills, with a comprehensive understanding of mobility planning practices as it relates to intelligent transportation system application, bus operation and ridership analysis.

Responsibilities

  • Supports and implements the integration of GIS-transit system development using ESRI’s ArcGIS server and desktop on bus stops, routing network, ridership, customer input and monitoring of performance measures
  • Monitors and evaluates the efficiency and effectiveness of service performance by applying computing database skills and statistical methods to existing transit data sources including Trapeze ITS program; transit key performance measures and TAP-GFI Farebox Analysis
  • Prepares and distributes General Transit Feed Specification (GTFS) to publish transit service data via Google Transit and other web sites for each service change update
  • Prepares and analyzes ridership performance, user characteristics and trend analysis
  • Coordinates with various transit technology software vendors to update and monitor ITS performance measures
  • Designs, implements and develops web-based user applications for open source data access and “operators’ hub” site via the Amazon cloud platform
  • Provides technical support and accurate information to other departments and staff relating to transit service and planning coordination
  • Applies statistical methods and relational database management techniques on collected ridership data related to service planning activities
  • Performs advanced functions to debug user module applications in order to report and analyze transit operation characteristics and resources allocation accurately
  • Conducts a variety of studies regarding customer travel surveys and market research analyses to recommend service improvement ideas
  • Prepares and disseminates transit data reports as a backup in compliance to federal and state funding agencies. These reports include, but are not limited to, the National Transit Database (NTD), Section 15, APTA, Jurisdictional Ridership and Bus Stop Improvement Plan
  • Other duties as assigned

  • Proficient experience with ArcGIS Server 9.x (or higher)
  • Experience performing spatial data analysis and mapping presentation using ArcGIS desktop products
  • Knowledge of website or dashboard development process and communication on system requirements
  • Knowledge of research and statistical theories and methods
  • Proficient in MS Office Suite programs: Excel, Access, PowerPoint, Word, Outlook
  • Typing skills of 60 WPM

EDUCATION and/or EXPERIENCE:

A Bachelor’s degree in traffic engineering, transportation engineering, geographic information system (GIS), computer science or related field is required. Three years of progressively responsible work experience in GIS areas is required: five years of experience is preferred. A Master’s degree may substitute for one year work experience.

 

Salary range:  $80,149 - $108,200 per year (Depending on Experience)

 

Actual compensation packages consider a wide range of factors that are unique to each candidate, including but not limited to geographic location; skill sets; relevant education and certifications; depth of experience; performance; and other business and agency needs.  At Long Beach Transit compensation decisions are dependent on the facts and circumstances of each role and it is not typical for an individual to be hired at or near the top of the salary range.
