Topo to Raster, interpolates along contours, not between them

I'm not sure why the topo to raster tool does this. It seems to only interpolate along the contour lines, not between them (see attachment). What am I doing wrong?
My settings are also attached.

Are you using OBJECTID for the Z values or was that just a quick screen grab without real settings?
