Dividing polygons into small areas of 200 to 300 neighboring residents

Question

Hi, I have polygons created with the Generate Service Area tool that I'm looking to divide up into smaller polygons that each contain 200 to 300 residents.

I have an address point layer with the number of residents at that address in the attribute table that I want to use to create the smaller polygons.

What would be the best approach to do this using the address points and their population attributes? Any suggestions?
