Arcpy Geocoding Error: 000840 in standalone Script

I am executing a standalone script using Python 3.9.16 on an ArcGIS Server 11.1. Gecoding from a CSV and I am receiving Error 000840: The value is not a non-geometry table... Failed to execute (GeocodeAddresses).

Personal Locator for Street Addressing (Dual Range), a nightly generated CSV, into a File Geodatabase.

PS - Gecoding while in ArcGIS Pro with same items runs fine.

Which version of ArcGIS Pro are you geocoding the csv table in? Does the error occur via Python with a StreetAddress role based locator created with the Create Locator tool?
