I have polygon shape and I would like to detect polygons thata have no neighbour below a certain suerface, for example, < to 1 ha.
I have ArcGIS 9.3.1

Arcmap 9.3 is very old software, not even ESRI support that! I would upgrade your version to at least 10.3 (which is still old) as you then have access to this tool which you can use to answer your question. 9.3 is holding you back...
i did not know this tool. For now, I can not update the version, but if I can in the future i will use the tool you told me. Thanks
