Changes to licensing for ArcGIS developers are live

The licensing model for ArcGIS developers has been changed and is now simpler and more flexible. As a result, the corresponding section of the ArcGIS developer website has also been updated.

In summary, the changes are:

Price reduction for routing services
New Pay-as-You-Go credits plan
Easy deployment of commercial applications
