Cutting and join tiff files.

I need to cut tiff files where they overlap. So that when joined they do not over lap and cause double images.  How do I do this?  What programs can be used to accomplish this?  The will be used in ArcGIS and other programs after this.

I have tiff files of a national forest.  We combine these and add additional layers to create a dispatch map.  We are able to remove the map collars but there are area of over lap and these areas cause problems.   The background colors area removed to change and improve the ownership. This allows the text annotation to become over lapping in these areas.

This map is also used in other programs as a common background.  It's also exported as a pdf for map programs using geo-referenced maps.
