Using ArcGIS Engine SDK for offline desktop application development

Hello i am new to ArcGIS. I want to develop GIS base desktop application in an totally offline mode that supports/load ENC file (already held with me) and perform different operations on it. Can anyone please let me know that is runtime sdk supports total offline mode development.

Secondly what is deployment cost of the application per PC

I presume you have gone through this ArcGIS Engine Overview and checked the links regarding what you get?  They are quite clear that you will need to contact your regional rep to ascertain pricing and associated information.  Did you persue this option or are you just interested whether offline development solely, is an option?

1- Actually our requirement is offline desktop applications development  thats why i am more focus on offline development option and i have not found any documentation or sample project that educates me how to work in an offline mode.

2- I am in contact with my regional rep regarding license cost as well.

Kindly can you let me clear that should i only need runtime sdk license for deploying my application as final product or else.

Finally please let me know what is the difference between  ArcGIS Engine Developer Kit license and ArcGIS Runtime license.
