What is the best editor for an XML file to make edits ?

I need help to find a good tool or an XML editor on the GeoNet  folks here on which XML editor that can I have to work on to make some edits. I need to reorder my feature class that I need to sort their  field columns to  what I want.

Does anyone in here can suggest me of a good XML editor that can I work on?  I've googled everything on XML Editor even on GeoNet but I am not sure what is a good one. It can anything like tool, editor, script, etc.

I am using ArcGIS 10.3.1 on my PC.

Do they rearrange the columns permanently ? or when I do that and then export to a new layer and then does it become permanently ?

the tool does it permanently, if you do it temporarily within the table, that rearrangement isn't saved when you export...
