Rebuilding 10.1 Data and Maps Street_Addresses_US locator?

Can someone instruct me how to rebuild the Street_Addresses_US locator from Data and Maps 10.1?  I can't seem to find the appropriate reference data to rebuild with.

I believe you only need to rebuild the locator if your reference data changes. When I change properties of my locators I don't rebuild them. Only when I update my street centerline, then I rebuild my locators.

What happens when you right-click your address locator and click on "Rebuild"?

Also, do you mean this data? http://www.esri.com/data/data-maps/data-and-maps-dvd

Yes, the Data and Maps 10.1 is from 3 downloaded iso files.  ArcCatalog "rebuild" says I need to repair the locator.  The existing source of the reference data is "D:\_USERS\MLukashov\Locators_2013R1_shape\OUTPUT\TomTom\USA_reference_data\USA.gdb\StreetAddress".  I don't see anything equivalent to this in the extracted Data and Maps downloads.  Maybe I'm just overlooking it?

Is there a reason you need to rebuild it?

Once it is build, there is no reason to rebuild it unless you have newer addresses in your reference data. You can search for addresses even though the reference data does not exist.

Maybe I'm overdoing it then.  I need to change XML settings to get better scores related to house numbers, or the lack of them.  Don't I have to rebuild after changing the xml?
