Hi Brand newbie so sincere apologies if very basic question and possibly not in correct forum ... if it is possible to achieve, what s/w modules do I need to be able to load an aerial photo (.jpg) over a base map and save this locally to my PC for 3d viewing on PC and iphone?

OK - several steps here so I will break them down.

1. Add some base data to an arc-map project.
2. Drop in your aerial photo.
3. Rectify your photo to the base/reference data.
4. (not 100% sure on this next step) - serve this layer out.

If you have rectified your jpg you should have a world file associated with it - you may be able to import that directly to your device.

You could try an arcgis online account:

"With a free ArcGIS Online personal account you can create, store, and manage maps, apps, and data, and share them with others."

Might be what you need.
