Failure to connect to Database.Failed to access dbms server

I have been trying to configure sde but could not as I am facing this "failed to access dbms server error" while I have installed 64 bit oracle with ArcGIS 10.1 with 64 bit native client however windows firewall is also turned on but could not configure it successfully. please let me know what more I could do to fix it.

To get a valid answer please provide complete information on the software in use (e.g. Oracle 11.2.0.3 and the version of the Client installed)

As suggested by jayasudha123, you need a 32-Bit Oracle client to connect to the Oracle database from ArcGIS Desktop.
