How to change color of popup text

I’m wanting to change the text of the selected popup to Navy.  The white is a little hard to read with my background color.

 I have configured the config file, but I can not get the text to change:

   I have typed SELECTED_POPUP_COLOR: “#002D62”, but nothing happens. 

   I have also tried _TEXT_COLOR  and _COLOR_COLOR

Any suggestions you might have would be wonderful. Thank you!
