How do I get the production contouring toolbar

I am trying to create contour lines from DEMs. Every help file tells me to load the production contouring toolbar. There is no production contouring toolbar in my ArcMap 10.3.  Period. I've searched everywhere. How do I get this?

Do you have the extension required?  Check Customize, Extensions...

I don't

To tie off of what Dan said, you would need the Production Mapping extension and have it installed and authorized. If you do not have the Production Mapping extension you would need to contact your sales rep. Heads up is that the extension roughly costs about 4 times the cost of the normal extensions (3D Analyst, Spatial Analyst, etc.)

If I have a non-profit license for ArcGIS Advanced Desktop, does that entitle me to Production Mapping extension? That seems to be the only way to get Production Contouring.

you would have to contact esri, since the Production Mapping is not in the normally offered 'free' packages
