Creating a legend with stretch symbology

I am trying to create a legend for a map using stretched symbology, where the length of the colors in the legend correspond to the distances between the set intervals, as seen below.  

When I try to do this for a new data set I get this legend. It loses the stretch and the intervals.

As far as I can tell I have used all the same settings between the two maps. Furthermore, when I tried to go back to the first map's symbology tab to look at what settings I used, the legend changes from the one at the top to the legend at the bottom, even if I do not make any changes to it. Why am I not able to recreate this legend now?  Is there anyway I can make the legend like the one on the top?

save the top to a layer file (ie *.lyr), then when you need to reuse it, import that *lyr file as the symbology to use.

Not all of the data have the same scale however. So I don't think this option will work for me.

Holly, just to clarify, are you using desktop software (ArcMap or ArcGIS Pro)?
