Pause map drawing when mouse click unavailable

ArcMap 10.7.1:

There are scenarios where a map is slow to load, and so we want to pause the map from drawing, so that we can turn a slow layer off, etc..

Often, we can just click the pause button at the bottom of the map pane:

But sometimes, the mouse pointer isn't available for clicking buttons. When we hover over the pause button, we get the Windows loading icon/pointer:

Question:

Is there a way to pause pause the map when that happens?

F9 will pause the map

Would also recommend having layers off by default, to help avoid this issue when adding data:

When you uncheck the Make newly added layers visible by default option on the General tab of the ArcMap Options dialog box, new layers that you add will appear in the table of contents but not be automatically turned on (drawn on the map).

I think the answer might be to just left-click the globe-loading icon:

That seems to pause the map, even when the mouse pointer isn't available when hovering over the pause button.
