SDK Downloads | ArcGIS for Developers 

(select Web AppBuilder Developer Edition from the dropdown list)

Thank you, Robert.  The link only provides the newest version.  Would version 2.11 work with ArcGIS Enterprise 10.5.1?

Once you choose product WAB developer version you are shown all the versions
