When a web app is reopened on a computer that it had been open on previously if the cache and cookies are not cleared the splash screen is not coming up and the map zooms to the last scale and location. Is there a way to expire the cache on the app or configure it so it does not do this? We have a disclaimer on our public web app that requires checking off before using that should come up each time.

So it sounds like you are using the November update to the AGOL version of WAB. If you need the splash widget to appear each time the app is started then you configure this using the Splash widgets configuration "Require confirmation to continue" and "Always show this splash screen every time the app launches". Currently there is no configuration to turn off the return to last extent feature added to the Nov release. You can work around this though as explained in this thread.
