WAB Login error ""Your account is not license to use an app that is not public"

Hello! We are using Portal here at the city and an app I created in Web AppBuilder kicked a user out and give this message ""Your account is not license to use an app that is not public". Image of error message attached. The user has publishing rights. The app is not public but never has been. It's editing data that is in our SDE so I can't have it publicly available. We have had the app about 3 months now and never had an issue like this before. Has anyone come across this? I can't replicate it on my computer and have found nothing online.
