WAB - Display order of widgets in app change when zoom level increases

Can anyone help me understand why the order of the widgets displayed in my app change when increasing the zoom level. The shift happens at 125% and 150% zoom level (perhaps dependent on screen size when the actual shift takes place). The application is for the public and has accompanying documentation. It's not great to have the widgets change order and conflict with the app user guide. Appreciate any feedback/thoughts explaining why this is happening.
