Status bar purpose in the Smart Editor widget?

I've noticed what looks like a status bar right underneath the title of the Smart Editor widget. It changes colors between green and red seemingly without rhyme or reason. I think it might be signifying when the host server goes down, or maybe when it's processing an edit, or perhaps when there is more than one user on the app simultaneously. Does anyone know its purpose?

The purpose is to show that the widget is activated. When green, clicking on the map will begin editing features. When red, the widget is not active and they can pan and move the map without editing.
