"Access is denied" when trying to upgrade WAB developer app

I am trying to upgrade a Web AppBuilder Developer Edition app from 2.5 to 2.17. I am following the instructions listed here, but I keep getting an "Access is denied" error. I successfully upgraded a different app a few months ago to 2.17, so I'm not sure what I'm doing wrong. Anyone have any ideas? I am using the same login and Web App ID for both.

  The way to get around this is to choose to "Run as administrator" when right clicking on the "Command Prompt".

Not sure what to tell you then. That is normally the solution for "Access is denied" error.
